In this section of Bubbaworld we reveal examples of events which should cause a reasonable person to question the priorities of both Oklahoma's Criminal Justice System and those that control it.

In September, 2000 former Joplin, MO and North Las Vegas, NV police officer Robert Louis Johnston, Jr., age 51, of Quapaw, OK cut a 'real deal' with Ottawa County, Oklahoma prosecutors.

Johnston pled guilty to one count of child prostitution, two counts of lewd molestation and three counts of sodomy.

The victim was an 8 year old girl.

After one sexual act, Johnston gave the girl $3, according to reports filed with the court clerk.

In exchange for Johnston's guilty plea Ottawa County District Judge Robert E. Reavis sentenced Johnston to 20 years on each count.  All sentences were to be served concurrently.  And all sentences were suspended.

The plea bargain went against the recommendation of a Department of Corrections' presentencing report, which said Johnston should spend time in prison.

Johnston was also ordered not to leave the state, not to have any contact with any minor children other than his own, complete a sex offender treatment program, and report periodically to a corrections officer, as well as remain employed and not violate any laws.

According to court records Johnston was not accessed any fine nor was he required to register as a sex offender.  He was required to pay court costs of $1,206.25.
